FIFA's New Tech Worked Perfectly And Fans Hated It Anyway

There is a specific moment inside every automation rollout when the system gets the hard part right and everyone is furious anyway. FIFA hit that moment three times this summer, on the sport's biggest stage — and then, in the final itself, a fourth time.

Spain beat Argentina 1-0 in extra time on Sunday to win the title, but the moment that will be remembered from the final arrived earlier: a red card that ended Enzo Fernández's night, checked by VAR, upheld by VAR, and argued about anyway.
The Touch Nobody Saw
In the 103rd minute of Croatia’s round-of-32 match against Portugal, Josko Gvardiol slid a stoppage-time equalizer into the net. The Toronto stadium erupted — then the fourth official's monitor lit up, and 30,000 people watched the celebration die in real time.
VAR sent the referee to the monitor, and the replay showed nothing — to the human eye, Croatia’s Igor Matanović had missed the flick-on that set up the goal, which meant nobody was offside. But the ball disagreed. Inside the Adidas Trionda match ball sits a sensor that logs contact hundreds of times a second, and it had recorded a graze off Matanović’s hair, invisible on every broadcast angle available. FIFA’s statement was very clear: "According to the data provided by Connected Ball Technology housed within the Adidas Trionda, the official match ball of the FIFA World Cup, it was proven that contact was made by Croatia's #20 Igor Matanovic in the build up to the goal against Portugal, allowing the referee to correctly determine offside and disallow the goal."
The call wasn’t close, and it wasn’t wrong. It was also the end of Croatia’s tournament, decided by a touch no one in a stadium of 30,000 people and no television audience of millions ever saw happen. In Portugal’s coach, Roberto Martínez words: "The message is very clear: the ball now contains an electronic chip, and it is very clear, which is why VAR intervened."
That is the first payment. The technology did exactly what it was built to do. Correctness bought FIFA a defensible decision, but it didn’t buy anyone's peace with it.
A Joke, Officially Correct
Germany's exit had no sensor in it at all. In extra time against Paraguay, Jonathan Tah headed in what looked like the winner. VAR sent the referee to the monitor again — but this time the review wasn't measuring a fact, it was interpreting a rule. Waldemar Anton, the officials decided, had blocked Paraguay's goalkeeper without playing the ball. FIFA's head of refereeing, Pierluigi Collina, later laid out the standard: a player who "deliberately moves, even marginally, with the clear intention of obstructing opponents' movement" should be penalized, ball or no ball. The goal was wiped out. Paraguay won the shootout that followed, 4-3 — the first penalty shootout Germany had ever lost at a World Cup, and just their second in any major tournament since 1976.
Julian Nagelsmann didn’t accept the standard. "This foul wasn’t a real foul," he said afterward. "It was actually a joke that this goal was disallowed. But now we are eliminated."
Here is the second payment, and it is a different one than Croatia’s. Nobody was disputing what a camera recorded, they were disputing what a person, staring at the same replay everyone else could see, decided it meant. The technology hadn’t removed judgment from the call.; It had just given the argument somewhere new to happen — frame by frame, in slow motion, under a spotlight.
Bring The Humans Closer
FIFA changed how VAR worked mid-tournament. Beginning with the semifinals, lead and backup VAR officials were stationed inside the stadium itself, rather than working exclusively from FIFA's centralized review hub in Dallas — a change reported alongside weeks of criticism over knockout-round officiating, though FIFA's own stated rationale was operational: faster communication with the referee, and a backup if contact with Dallas failed. Dan Hunt, a FIFA World Cup Organizing Committee member, explained the logic on site: "There's a lot of drama that unfolds in these games... when you are asking only four officials to manage what's going on on the field, it's very difficult." Whatever the exact mix of reasons, the fix wasn't a smarter algorithm. It was more people, standing closer to the decision.
IBM reached a similar conclusion outside sports. Its AI-powered HR system now resolves 94% of employee requests automatically. Yet IBM is also tripling entry-level hiring in the U.S. this year, redesigning those jobs around analysis, problem-solving, customer interaction and AI oversight. The company didn’t automate routine work and conclude that junior employees were obsolete; It concluded that the work left for them had changed.
FIFA and IBM reached for the same instinct from opposite industries: automating the routine layer doesn't retire the need for people. It just changes what they're there for.
FIFA didn’t build a system that removed humans from the loop. It built a remarkably precise, remarkably expensive machine for identifying exactly where human judgment still begins.
That is the uncomfortable arithmetic behind automation. Machines absorb the frequent, legible and repeatable decisions. What remains is less work by volume, but harder work by consequence: the ambiguous call, the ethical exception, the moment when being technically correct isn’t enough to be trusted.
Every organization currently bragging about its automation rate is approaching the same discovery - FIFA simply had to make it on live television.
