Bhopal (Madhya Pradesh): The State Education Centre has failed to complete the mandatory transition to the finance department's SNA-SPARSH financial management system, leaving the salaries of the entire staff unpaid even after the deadline for migration expired.

The delay has exposed administrative lapses in implementing the state's new digital payment mechanism, with salary bills remaining pending for nearly a month.

According to sources, State Education Centre has not completed the required updation and onboarding process on SNA-SPARSH portal, making it impossible to generate salary bills through the new system. Officials said the incomplete migration stalled the payment process, causing inconvenience to employees awaiting their monthly salaries.

Finance dept mandates transition to SNA-SPARSH

The finance department introduced the SNA-SPARSH system to integrate IFMIS, PFMS and the RBI's e-Kuber platform under a Just-in-Time fund flow mechanism. Before any payment can be processed, implementing agencies are required to complete user creation, mapping of implementing agencies and Drawing and Disbursing Officers (DDOs), beneficiary registration, claim generation, bill approval and treasury verification.

Santosh Sonakiya, who manages State Education Centre s financial department, said, "We are in the transition phase. This will take a while. We will generate salaries of employees at the earliest".
